Yes, 3% per year unless a change takes place. HOWEVER, if improvements have been made and not reported then the situation differs. In this case, I think there is no doubt of that. The description of the house leaves me to believe that extensive improvements were made yet never factored in either by non-reporting or neglect or whatever. Tax lightning needs to end and everyone pay the current market price for their properties.
